This app does the same as will and I am talking about non-rooted devices as will.

Just installed it on a mint unrooted Lenovo Tab 4 8 Plus and it definitely works as advertised.
From my limited experience with it, it's on par with AdAway on my rooted N7 2003. Definitely less configurable but as much effective.
Then again I don't do proper VPN from my tablets so I'm not sure how it'd behave with that, masquerading as a VPN connection itself.

It doesn't jive with it. You get one or the other because you can only have one VPN connection active at a time. It would make you turn one or the other off per experience.

No you're absolutely wrong. Adguard can work with sevral VPNs, just look into their proxy section. It can even work with orbot.
